PATNA: The Nitish Kumar government in Bihar has passed 23 new Acts in the past two years, a record of sorts. While other States have been pondering over new police legislation, Bihar became the first state to pass a Bihar Police Act, 2007, to comply with the Supreme Court directives. Some of the Acts passed by the government have showed positive results — leading the way is the Bihar Apartment Ownership Act, 2006, which has provided a constant revenue source.

guess the editors of 247 english channels and blog owners are smarter. they know negative/controversial news attracts more news than feel-good news with no controversy factor.

When the Karnataka Vidhan Sabha was very much alive, a third of the members did not attend the sessions; the second third was busy thinking about new ways of defrauding hapless Kannadigas; the third third was happily sleeping in those comfortable chairs when discussions were on. Hence the snail pace of legislation.
Our legislation is so poorly crafted that it almost always ends up in court, leaving the implementation uncertain. Look at the Sakrama/Akrama farce, for example.
